China-EU Research & Innovation Stakeholders Tour held in Haikou

On October 22nd, the China-EU Research & Innovation Stakeholders Tour 2020 was held in Haikou, in order to comprehensively promote scientific and technological cooperation between China and the EU. The event was hosted by the China Centre for International Science and Technology Exchange (CISTE), a Delegation of the European Union, the Science and Technology Department of Hainan Province, and guided by the Ministry of Science and Technology of the PRC. Philippe Vialatte, Minister Counselor of the EU Delegation to China, Zhao Jing, Deputy Director of the Department of International Cooperation of the Ministry of Science and Technology, Zhuang Jia, Deputy Director of CISTE, and Liu Zuokai, Deputy Director of the Department of Science and Technology of Hainan Province attended the event and delivered speeches.

Liu Zuokai, deputy director of the Department of Science and Technology of Hainan Province, stated that this event offers a valuable learning opportunity for Hainan's scientific researchers to gain a deeper understanding of Europe and China’s science and technology policies, and that Hainan will strengthen international cooperation in science and technology innovation while also creating a more dynamic international research environment in the post-epidemic era.

Deputy Director Zhao Jing pointed out that the Sino-European Innovation Cooperation Dialogue has built an important platform for exchange and cooperation in science and technology between the two sides, and has established an effective scientific research cooperation mechanism for joint anti-epidemic work since the outbreak of COVID-19.

Deputy Director Zhuang Jia spoke of her hope that this event will help to attract more high-quality European R&D institutions, enterprises, talents and teams to the Hainan Free Trade Island. 

Minister Counselor Philippe Vialatte said that China plays an important role in the EU’s scientific and technological cooperation framework. There is huge room for future cooperation in many areas such as confronting the pandemic, climate change, and protecting biodiversity, which all offer comprehensive mutual benefits.

During the meeting Minister Counselor Philippe Vialatte gave an introduction to the policies of the EU Science and Technology Plan (“Horizon 2020” Plan). In the following session, the science and technology diplomats of Germany, France, the Netherlands, the Czech Republic, Denmark, Austria, Switzerland, and Romania gave special reports on the innovation situation and science and technology policies of their respective countries.The project official of the CISTE introduced the national key research and development plan and the primary application policies for the international scientific and technological cooperation projects.

Ruslan Tulenov, Global Press Officer of the Hainan International Economic Development Bureau gave an introduction to the Hainan Free Trade Port policies and a representative of the Chinese Academy of Tropical Agricultural Sciences spoke on the academy's scientific and technological cooperation with Europe.

China-EU Research & Innovation Stakeholders Tours generally visit cities with strong innovative capabilities or a strong willingness to cooperate with Europe. Last year, the Tour came to 12 cities including Jinan, Qingdao, Wuhan, and Chongqing, and is well-regarded by local researchers.

The event deeply engaged the participation of both European representatives and Chinese, and has informed both the local national and EU scientific research plans as well as the China-EU joint funding mechanism and other science and technology policies, while also improving the international level of Hainan's local scientific research.
