“魅力中国—外籍人才眼中最具吸引力的中国城市”评选
该活动由国家科学技术部国外人才研究中心组织，是国内唯一一个完全由外籍人才参与评选的引才引智权威“中国城市榜”，是外籍人才了解中国、建言中国城市发展的重要窗口，自2010年起已连续成功举办11届。2020年“魅力中国——外籍人才眼中最具吸引力的中国城市”榜单，西安位列全国各大城市第5位，成为城市对外开放合作的响亮名片。
The event organized by the Foreign Talent Research Center, Ministry of Science and Technology of the People’s Republic of China, produces the one and only authoritative “Chinese city list” for talents attraction totally determined by international experts in China. It is an important window for foreign talents to know about China and to advise on the development of Chinese cities. It has been held for eleven years since 2010. On the 2020 list of “Amazing China: The Most Attractive Chinese Cities for Foreigners”, Xi’an ranked fifth among major cities across the country, establishing an eye-catching name card for it to open up to the world.

西安综合科技实力位居全国前列，拥有各类科研机构460多家，驻市高校84所，其中普通高校63所，高等教育在校学生130万人；两院院士67位、各类专业技术人员近100万人，科教资源丰富。2021年全市高新技术企业总数超过7140家，连续五年年均增幅在35%以上；登记技术合同65684项，成交金额2209.49亿元，同比增长34.0%，连续10年实现年均百亿元增长。创新能力位列全国副省级城市第6，西部第1。
Xi’an ranks among the top in China in terms of comprehensive scientific and technological strength. It is home to over 460 scientific research institutions and 84 universities, including 63 regular higher education institutions, with 1.3 million college students on campus. Boasting abundant scientific and educational resources, Xi’an has 67 academicians of the Chinese Academy of Sciences and the Chinese Academy of Engineering, and nearly 1 million professionals and technical personnel in various fields. In 2021, Xi’an had more than 7,140 hi-tech enterprises, with the number of high-tech enterprises registering an average annual growth rate of over 35% for five consecutive years; it had 65,684 registered technology contracts, with a transaction volume of 220.949 billion yuan, up 34.0% year on year, and it achieved an average annual growth of 10 billion yuan for 10 consecutive years; with regard to innovation capacity, Xi’an ranked sixth among sub-provincial cities in China and first in western China.
西安历来重视引进海外人才和智力，秉持开放的姿态广泛开展国际合作交流，实施“西安英才计划”，为外籍人才提供包括证件办理、住房、子女教育和医疗服务在内的各项优惠政策，打造人才服务“金名片”。目前有约1万名外籍人才工作和生活在西安，分别来自韩国、美国、日本、英国、加拿大、俄罗斯等40多个国家，先后有10人荣获中国政府友谊奖，15人荣获陕西省“三秦友谊奖”和“陕西省优秀外国专家奖”，50人荣获“西安友谊奖”和“西安市优秀外国专家奖”。
Xi’an has been all along attaching great importance to attracting overseas talents. It carries out extensive international cooperation and exchanges in an open stance, and implements the Xi’an Talent Program which provides foreign talents with preferential policies, covering matters to obtain certificates, housing, children’s education and medical services, to create a golden name card for talent services. At present, about 10,000 foreign talents working and living in Xi’an come from more than 40 countries, including the Republic of Korea, the United States, Japan, the United Kingdom, Canada and Russia. Among them, 10 have won the Friendship Award of the Chinese Government; 15 the Sanqin Friendship Award and Shaanxi Excellent Foreign Experts Award; and 50 Xi’an Friendship Award and Xi'an Excellent Foreign Experts Award.
2021年，西安大力实施秦创原创新驱动平台建设，聚集打造立体联动“孵化器”、成果转化“加速器”和两链融合“促进器”三大目标，广邀天下英才来西安创新创业。据不完全统计，全市配套印发了秦创原人才及科技政策包42项、任务清单102项，形成顶格推进、上下协同、互为支撑的“1+1+N”政策体系，保障各类人才全力服务秦创原建设。通过实施“西安英才计划”等市级重点人才工程，遴选资助115个高层次人才及团队项目，立项支持84个海外高层次人才项目，组建10支、近60人“科学家+工程师”队伍，发现188名35岁以下优秀青年双创人才，年均吸引硕博人才上万人，累计为创新人才、科技企业等创新主体兑现奖补资金2.14亿元。
In 2021, Xi’an vigorously advanced the construction of the Qin Chuang Yuan Innovation-driven Platform, and set forth three major goals, namely, to put in place the interconnected incubators, the accelerators for transformation of achievements, and the prods for integration of the two chains, to invite talents from all over the world to Xi’an for entrepreneurship and innovation. According to incomplete statistics, the city issued 42 talent and technology policy packages and a list of 102 tasks for the Qin Chuang Yuan Platform, forming a “1 + 1 + N” policy system featuring top-level promotion, top-down collaboration and mutual support, to enable all the talents to serve the Qin Chuang Yuan Platform. By implementing the Xi’an Talent Program and other municipal key talent projects, 115 high-level talent and team projects have been selected and funded; 84 overseas high-level talent projects have been established and supported; 10 teams of nearly 60 scientists and engineers have been set up; 188 outstanding young talents under the age of 35 in mass entrepreneurship and innovation have been welcome aboard; annually tens of thousands of talents with a master’s degree and above have been attracted; a total of 214 million yuan was granted in prizes or subsidies to innovative talents, high-tech enterprises and other innovative entities.
此次评选，将从41个候选城市中产生“外籍人才眼中最具吸引力的中国城市”前十强名单和排行榜。
From the 41 candidate cities, the list and ranking of the 10 most attractive Chinese cities for foreigners will be determined through the selection campaign.
